I like to lift weights (lower weight) when I'm watching TV or waiting for the laundry to finish. But I don't always get through all the sets of reps I aim for. Can you not do enough reps to make it worthwhile? Or is any amount better than none?

Most definitely, any is better than none. Of course if you can complete your sets then the benefit is maximised, but any work that you can do will help a little.

I tend to do something similar when bored. I figure its not going to hurt me so why not do something more beneficial than twiddling my thumbs? If you find you can't get in full sets, perhaps aim on wiehgts for strength not stamina so more weight/less reps instead of less weight/more reps.
